I'd guess that "7 million" hands were not dealt and the decrease is more a result of far less play than anything else.

Slow games!

I think they are beating themselves. Frequent shuffles due to poor pen, only 5 spots per table, and cash transactions almost every single round = low profits. This place is a comp hustler's dream! I swear every time you blink, a civilian is throwing low denomination bills on the table, like ones and fives, slowing the game severly. I watched a guy recently throw $47 on the table, and the largest bill was a five.
