Most places are not worth a special trip to make money. But they can offer cheap, comped vacations. Here are my comments and some links.

Aruba: Only $500 limits, but great sun. Occasional deals on the exchange rate.
Bahamas: Lucaya (Freeport) is closed. Crystal Palace has a crummy game. Atlantis has a spectacular setting with good restaurants, but is very expensive with difficult comps. It is for the player with a $200+ average on a mediocre shoe game who seeks cheap luxury (with a sportsbook).
Dominican Republic: Terrible disorganized service - don't go.
Haiti: Are you kidding?!
Jamaica: No blackjack, only bad machines.
Netherlands Antilles: St. Maarten has great French food and nice topless beaches. Casinos are not tightly regulated but a counter won a recent court case. Just don't leave front money or trust small casinos.
Puerto Rico: A variety of places, with historic, urban, rainforest, and beach.
Saint Kitts: Economical with decent video poker.
