so i have been studying professional blackjack by wong and trying to learn and memorize the indices for hi/lo...while browsing over the numbers for h17 i found the index for splitting 99 vs. A is tc>=1, is this correct, and if so can someone explain this to me as I would (guess) that it would be higher than this! thanks.:)

It's correct.

In single deck H17 DAS, splitting 99 vs Ace is actually basic strategy!
The key here is H17, which does two things that impact your pair of 9s. It weakens the value of 18 because the dealer makes stronger hands with H17 and an Ace up. It also paradoxically increases the frequency of the dealer bust, which gives more value to the two hands you make by splitting.
