No, they are still positive indices. For example, doubling hard 6 vs 5 is about TC +3 (over pivot). The wizard has doubling a hard 5 vs 6 as BS even!

It's not that you want a low count so that you'll redouble, but if you happen to get a low card it helps immensely, and you're in great shape. If you get one of those low cards, the count goes up, and now you have a possible 10 or 11 vs 5. But in case you get a 10, you still want the count high so that the dealer busts.

According to Kat's book regarding those hard 5-8 doubling indices, "Although low counts give us a greater likelihood of drawing the desired cards, the chance of getting the right cards in the right order is still very slim. Hence, we have a greater chance of winning by a dealer bust than by a superior total, and that is why we are more likely to redouble at high counts, not low."
