I saw that Pharaoh's Casino offers single deck BJ where the dealer stands on soft 17, and player can double on any cards.

If played correctly the player can have a 0.15 advantage. What I dont understand is why everyone at this site isnt playing this game.

Nope. One reason it's still advantageous is that even just the three cards removed for the first hand have a significant impact on the odds of how the hand plays out.

For instance, if you've got ten, six vs a dealer ten, then you know that there are two less tens and one less six in the deck. This means that your odds of busting when hitting are substantially reduced.

There are probably smarter reasons, too.

what I dont quite understand is why this casino would even offer a game where the player has an advantage? Do they really want to offer a game where they will lose money?

I deposited $50, making $5 bets I went bust. Obviously anything is possible for such a low player advantage, but just my experience.
