Sounds like a flop...or else it will be a considerably small casino and/or primarily slot joint. Pure conjecture, of course

I'm sure they'll find ways around this restriction......

"Casino president and CEO Saverio R. "Sal" Scheri said that it has yet to be determined how the casino will police the admission restrictions"

I suspect he would have this figured out BEFORE he put the application in for the license. Sounds like he's purposely being vague. If I come in to have a hot dog from the snack bar that should fulfill the requirement.

There has been a casino operating under the exclusive to paying
guests rule existing for a VERY long time in a high-class West
Virginia hotel. I cannot recall the name / location at the moment.

The one in WV is Greenbrier. It is upscale country club style destination. That is nothing like Valley Forge, which is in the middle of a commercial jungle where the Schuylkill Expressway, PA Turnpike and 422 all converge. It is a traffic nightmare and there are no quick ways in or out. While the VF Convention Center does business, many of the really large shows and conventions have moved to the Philadelphia Expo Center at Oaks, west on 422 a few miles.

Went to a conference at the VFCC a couple years back and was not impressed. You are correct about the Philly Expo Center taking away business, as has the ever-expanding PA Convention Center downtown...one hell of a facility.
