Single 21

I recently noticed this game in a local casino. It is very similiar to the Super Fun 21 game I have read about but varies slightly.
Rules

Game uses a single deck

Players can:

Double down on any number of cards(no matter of number of hits)

Surrender anytime, unless the dealer has blackjack. You can surrender after hitting and doubling down. Surrendering costs half your bet.

Split up to four hands. Except AA. You can only split A's once. A's get one hit only.

Split after hitting. Whenever two same-value cards are touching, you can split the second one off to start a new hand. You can split after doubling down. You cannot split to prevent busting.

Other rules

Player blackjacks always win.

Suited blackjacks pay 3to2. Unsuited blackjacks pay even money.

Automatic winner if player receives six cards without busting. (unless dealer has blackjack).

The cards are dealt face up and # of hands is determined by amount of players at table. 1 player gets 5 hands - 2 players get 4 hands - 3 players get 3 hands and so on. You obviously wouldn't want to play with more than 2 other players just as you would a normal single deck?

I know that only suited blackjacks paid full is a huge disadvantage to a counter. My question - Is there a system to use these other options that would make up for this loss? And if you can make up for the loss can you get a higher adv than Double Deck tables? I have a post in the blackjack-card counting tab that explains how we play DD tables.
