One need not be a radical ?Green? or a reactionary ?Luddite? to recognize that trends of weather have seen unexplained changes. Some conclude that these altered patterns are climatic in nature. One commission, the Intergovernmental Panel on Climate Change (IPCC) has been established by WMO and UNEP to assess scientific, technical and socio-economic information relevant for the understanding of climate change, its potential impacts and options for adaptation and mitigation. It is open to all Members of the UN and of WMO. While most groups that are normally associated with this topic are considered to be sympathizers on the Left, the real character of the subject needs to examine the intended efforts to alter patterns of weather for political ends.

HAARP Tests
One of my friends recorded HAARP doing an azimuth test on 7 mhz. You will here two tones. The first and loudest one is the tone beacon transmitted by HAARP, the second less stronger tone is HAARPS signal bouncing off the moon.

Here is a Chemtrails article that I wrote that ties together with HAARP, picked up at PrisonPlanet (yea!) -
"Awarded in 1985 to MIT physicist Bernard Eastlund, HAARP's commercial patent claims that directed energy beams of more than one-billion watts can be used for "altering the upper atmosphere wind patterns using plumes of atmospheric particles as a lens or focusing device" to disturb weather thousands of miles away."

got this 'fuzzy' memory of having seen a movie on tv. where these scientists were manipulating the weather in various areas.
anyone see that or remmber more about it?
i think i only saw part of it.
channel surfer ya know lol.

Yes - one of my all time favorites - saw it 30x when I was a kid -

As a youth I fondly recall many hours of enjoyment immersing myself in the world of super-spy Derek Flint. His satirical "coolness" was oblivious to me, as I took him at face value as a secret agent in the "James Bond" mold (not unlike Dean Martin's "Matt Helm"). I would camp myself in front of the television marveling at his high-tec gadgets, depth of knowledge and assured confidence with the fairer sex. Actually, not much has changed. This film, the first of two Derek Flint adventures, captures a certain 60's aura of allusive discipline, free love and wild, uninhibited vibrant decor so perfectly, all while maintaining a style that seems impossible to reproduce. 
In this yarn, ripe with references to Bond and world powers of evil, Derek is reluctantly brought on by his old boss Cramden (played by Lee J. Cobb) and ZOWIE (Zonal Organization World Intelligence Espionage) to save the world from weather-manipulating scientists. 
Exhibiting abilities ranging from culinary expert detective, master of disguise and Indian Fakir-like heart control, Derek, surrounding by his entourage of intelligent beauties, appears up to the task. 
Its hard to imagine anyone but James Coburn in this role as he essentially defined Flint with his portrayal. 
Still great fun to watch and nostalgically admire the psychedelic colors and sexist tone of the film. I admit to still having a soft spot for this genre and compared to other imitators, this is by far the king of the hill. The added touches make this film for me; the American eagle trained to spot and attack Americans, Derek's code based on a progression of 40-26-36 and a stethoscope built inside his shirt in which the buttons become the earpieces. Its not "Citizen Kane", but it wasn't meant to be. With many of my previous film selections it is obvious I am a big fan of style and this film has it in abundance. out of

You are in for a treat. Rent and watch without interruption. There are two - the sequel is "In Like Flint" and though is was made in '67 it contains additional coincidences like nuclear weapons in space and Flint's observation" "An actor for president?" zg 
Derek Flint (James Coburn) is back in this James Bond-styled spy spoof sequel to Our Man Flint. Flint's boss Cramden (Lee J. Cobb) assigns him to stop a group of felonious females on the Virgin Islands who hope to take over the world; the bad femmes are kidnapping astronauts and replacing them with doubles to gain access to the world's missile sites. Andrew Duggan plays the U.S. President and his nefarious double. We are dealing with Star Wars. It involves the combination of chemtrails for creating an atmosphere that will support electromagnetic waves, ground-based, electromagnetic field oscillators called gyrotrons, and ionospheric heaters. Particulates make directed energy weapons work better. It has to do with "steady state" and particle density for plasma beam propagation.
They spray barium powders and let it photo-ionize from the ultraviolet light of the sun. Then, they make an aluminum-plasma generated by "zapping" the metal cations that are in the spray with either electromagnetics from HAARP, the gyrotron system on the ground [Ground Wave Emergency Network], or space-based lasers. The barium makes the aluminum-plasma more particulate dense. This means they can make a denser plasma than they normally could from just ionizing the atmosphere or the air.

No, I dont know Dr. Bell. However, I have had the opportunity to experience the Quantum Sound Generator a few times. The tones near 500 hz seem to null out the voices in my head quite nicely.
