A lot of people hang out behind tables and watch without playing. The casinos that I go to are full of people just watching. I think it's pretty easy to get away with as long as there are a good amount of people in the casino. If the casino is almost empty, it's harder to do.
Try talking on the phone, or pretending that you're talking and then hang up the phone and put a bet down. Also, in casinos that have TVs you can go on game days and act like you're watching the game for a while. The casinos by me are full of TVs showing a lot of sporting events, especially with the Olympics on right now.
In a pinch, act the part. Make a remark like "It's now or never" or something along those lines "I think I'm ready to be lucky again." Try not to look like you're counting. Or maybe look for an unassociated event to correlate, like someone at the table stops playing 2 hands, or someone gets down to their last few bets and then say "Maybe I can bring you some luck" or anything like that.
Casinos want your action, so if you're hanging out around the tables they are hoping you'll throw some money down eventually.
