The ones I know are locals only. In Laughlin, they'll cash Neveda, Arizona and California paychecks but only certain zip codes.
Some casinos have IRS bonuses that are for anyone.
Harrahs, to its credit, does not cash paychecks, welfare checks or Social Security checks. It will cash IRS refund checks.
