Next time try Ctrl + Alt + Down Arrow. 
(Ctrl + Alt + Up Arrow to recover.)

The converter is here. It makes upper-case letters into lower-case, and doesn't do numerals at all, but otherwise it gives a fair approximation of typing upside-down.

In Australia, your IRS counterpart is called the Taxation Department. I wonder what would be bureaucratic reaction to a letter typed fully in just this manner?

Well, I’m not going to make any obvious comment about how they would think it is normal because everything in Australia is upside-down.
I will say that in the case of an actual snail mail letter, they would assume they had opened it upside-down, turn it around, and read it.

This new form of typing that took your interest seems to have limited uses. Apart from annoying Australian Government officials - which I am very much in favor of - I had another idea that may by of use...
Next reunion, down on the GWB farm, when George, Colon, Dick, Rummy and Condo are bored talking about the good ol days and tired of checkers, this is the kind of thing they might find amusing, with the pecan pie.
