The Moon Treaty (Agreement Governing The Activities Of States On The Moon And Other Celestial Bodies (1979)) addresses and bans the specific activity bombing of the moon carried out unilaterally by the U.S. The Moon Treaty prohibits disruption of the environment of the Moon. The LCROSS bombing constitutes a disruption of the delicate balance of the lunar ecology. Article 7 of the Moon Treaty states:
Article 7 of the Moon Treaty
“1. In exploring and using the moon, States Parties shall take measures to prevent the disruption of the existing balance of its environment whether by introducing adverse changes in that environment, by its harmful contamination through the introduction of extra-environmental matter or otherwise. States Parties shall also take measures to avoid harmfully affecting the environment of the earth through the introduction of extraterrestrial matter or otherwise.

Yes, one can easily indulge one's wants when one is Head of State and the richest man in the country. I think his wife takes a slightly different view of his indulgences though . . .

Strangely enough, bombing the moon was an issue back in the 70's. The US was detecting gamma ray bursts from space, and we suspected the Soviets might be violating the test-ban treaty by detonating nukes on the far side of the Moon or on Venus.
Turned out to be gamma ray pulsars.

With our luck, we'll end up targeting a peaceful lunar observatory of some huge intergalatic empire and it's automtic defenses will premptively destroy the threat by wiping us out.

NASA to Bomb Moon
It's exploring the moon the American way: with bombs. Today NASA is expected to launch a mission to bomb a crater near the moon's south pole, Scientific American reports. The aim of the mission is to figure out if there is water below the surface of the moon. Scientists will examine the debris kicked up by the explosion for water ice or vapor. The explosion will kick debris 6 miles into the moon's atmosphere, making it visible from Earth. If, as Scientific American put it, ice is "trapped in crater shadows near the south pole which never receives any sunlight," the resulting water could serve as the basis for a manned moon base.
