I hope the erudite legislators of the great State of Delaware are reading our boards. There is a very simple solution to this dilemma.
As I understand the ruling, there are to be no "single bet" wagers, so therefore as previously stated, only parlay bets will be allowed. So let's suppose an NFL bettor wishes to lay the Steelers vs. Jets @ -6.5. The ticket on this would be written as first, an even/odd final score (with no vig) and the scond half of the ticket would read: Steelers -6.5. At this point the bettor would simply take both sides of the even/odd while keeping the back half the same. Thus, the net result is a wager on the Steelers to cover the spread.
