Where does it say 95% penetration?
Also note that the casino is pretty new. Maybe they haven't clamped down on the penetration yet.
The poster mentioned 25-30 cards left. Out of four decks, 26 cards cut off is 87.5% penetration, which isn't quite 95% and is in fact much more plausible. I have seen cuts like that with my own eyes at several stores.
And perhaps Lance is not an expert like us and underestimated the amount of cards left for the purpose of his story. Maybe there was actually closer to a deck left and his eyes weren't trained as well as ours to know the difference.
I don't see a motive to make up something like this. It all sounds quite plausible to me.
