Advanced counting systems Optimum Bet Ramp True Count Exaggeration ?

Ok I have 2 questions.

1. Do different level counting systems have an effect on the Optimum bet ramp?

2. Is there in increased risk of variance when using a higher than L1 count due to the fact that the true count can be over exaggerated?

For example 3 cards dealt using a L4 count in a SD game might equate to a true count of 10.

In simple terms,

1) Yes

2) No

Example) Although the range of TC values (+20 thru -20 for lvl 4 vs +10 thru -10 for lvl 1) may be larger in a lvl 4, the optimum betting ramp takes those factors into consideration producing a ramp where your max bet may still be out at TC+3 or 4 in SD.
