Surrender on any number of cards?

Hello,
In my local casino the version is European style(No peak). I can surrender on any number of cards if the dealer face card is not an Ace. If the dealer face card is an Ace I can surrender only on 16(any number of cards). I can surrander after double and after split (any number of cards). What is the edge of this surrender rule? Does surrender after double change the basic strategy? The other rules of the game are:

- 6 decks
- DAS
- Resplit pairs
- Dealer stands on a soft 17
- 75% penetration.

What is the edge of card counters on this rules?

multi-cards except vs Ace=+0.12% extra adv to the best of my memory.
very small change in BS.
vs Ace, extra adv about +0.1%, my rough estimation.
DD any 2 cards?
after split Aces, can surr?
