Can't really speak about HL games, but can answer a few questions.

There is no casinos directly en route to AC (I95 and Garden State Parkway).

Its quite safe driving to any of the casinos during the day (and evening is fine too), just as long as you don't take any detours onto the side streets. If your going to a boardwalk hotel, taking the AC expressway and Pacific Avenue to get to your hotel is perfectly safe. If your going to Borgata/Trump Marina/Harrah's, its mostly highway, so thats safe too.

Walking along the boardwalk during daytime and evenings is perfectly safe too.

If your a HL player, Caesar's is probably also a good destination for you.

Depending on how you go, you'll pass pretty close to Empire Casino at Yonkers Raceway, but it's slot s only and not even real slots, but video lottery machines.
Hilton and Resorts offer pretty nice packages to new players, but its mostly slots. Tropicana was offering $100 in free slot play to new signups with a Harrahs platinum or above, and Borgota offers something. Taj may offer rebates for new signups- it changes all the time.
The Boardwalk can get hinky late at night, especially midweek in the deserted sections- between Resorts and Ballys and between Trump Plaza and Trop. As far as the realy sketchy places, you have to go looking for them, they are not right around the casinos.

From CT, there aren't any casinos really on your way to AC unless you want to take a detour to PA. The best rules you will find is in a particular joint that has S17 6 decks and LS for black chip bettors. Otherwise S17 and 6 decks for green and S17 8 decks for red. You won't find double deck on the east coast.

It's hard to say which will be the best casino to play in at that date as the penetration is really the key for which casino to play in. Generally speaking though, the Borg will be your best bet. As long as you stick to the boardwalk and/or pacific ave. you should be fine safety wise.

Here's a listing of all the promotions going on.. http://www.atlanticcityweekly.com/casinos/Casino-Promotions-69654157.html?page=3&comments=1&showAll=

Quoted part of your post so I can see the questions as I type...
3. No DD
4. I think Borg still does competitive upgrades. Show them your Diamond card, they'll give you a Black Card along with some slot dollars for signing up.
5. Diamond lounges in all 4 CET properties. Better than LV lounges, but not what they used to be.
6. Try to park near elevators in the parking garages. I never liked Showboat's garage. Too many isolated, dark areas. There is an outdoor lot there.
7. The better rules (6D S17) are primarily in the HL pits. Though not exactly on the way, you might want to check out a few Phila area casinos - Parx, Harrahs Chester, for example. Better rules - all are S17, LS.

Honestly you're better off driving an hour to Harrah's Chester every day than playing in AC. The rules are just so much better and LS really reduces the variance.
