To whom it may concern,

There are a few of you that I completely blew off at a recent "meeting." Those that this concerns will know what "meeting" I am talking about. I extend my apologies to you for this. Recently, I have disregarded a number of my responsibilities.

Apology unnecessary because it does not concern most of the members. Why not just send a few PMs?
