Default PB and Reliever Dealers

Is this a fairly common thing to have PB's who are dealers also? Anyone else ever come across reliever dealers? According to casino they just replace dealers at tables when it is time for a dealer to take a short break. They never switch tables with people just take their spot when the dealer goes on break.

Dual rate dealers/supervisors are a common thing in the casino industry, although you don't see it too often.
