Default Playing 2 spots, why they make you bet more?

Why do they make you bet more when playing two spots? Example: a $5 minimum table but if you want to play 2 spots you have to bet $10 minimum on each spot. This rule seems to be at all vegas casinos.

I think it is because if they didn't do that you'd find that some people would spread $5.00 on multiple spots thereby taking up the whole table at the minimum bet. If they double it for two hands, and tripple for 3 hands, then max bet for 4 hands or more etc...people wouldn't be taking up spots that may go to someone else that could bet more than the minimum.
