if the dealer wont see their two card is bj or not before the game start , which mean no hole card game ??

and we can surredner only if the first card of dealer is not an ACE up ,

so how to count this house edge

no hole card , can surredner except dealer A up , can double any card , can double after spilt , can respilt up to four times , stop at soft 17, CSM , pair ACE can spilt one time and hit one card only ,

so for this game , we should surreder when we get 14 vs dealer got a pic ??

Yes, a game like you describe generally offers Early Surrender vs Ten only. It's not as powerful as full early surrender, but it's certainly helpful. The Strategy Engine doesn't have an option for that, so you need to generate a full early surrender strategy, and just ignore the surrender recommendations against an Ace, since you're not allowed them.

One additional note: I have heard of no-hole-card games that offered late surrender instead (but usually they allow it even when the dealer has an Ace up.) In those casinos, if you surrender against a dealer ten or Ace, the dealer would mark your hand with a "Surrender" marker, and only refund half your bet after the dealer completed their hand and did not have a blackjack.
