Casino Verite is a software package that's very popular around here, geared towards card counting practice. Very customizable with regards to game and rule variants, counting systems, and strategy changes. And yes, it really deals out a "fair" shoe between shuffles.
On the more analytical simulation side of things, the same author (
www.qfit.com) has two different simulation programs. Haven't touched them myself, as I prefer trial and error. Also on the simulation side, over at blackjackforumonline you can find a link to Powersim, which is a freeware simulation program. Pretty rough around the edges, but, you know, free.
I also think it might be a good idea to share your ideas. The general pattern seems to be that if someone shares an interesting and unique new idea, several people have already tried it, and perhaps even written books about it.
