What fraction of kelly do peole think is best weighing up risk vs return?

Kevin Blackwood's book recommended betting half kelly. Kelly Betting says you can bet a maximum of 2% of your bankroll whereas half kelly would mean your max bet is 1% of the bankroll. I think Blackbelt in BJ even suggests playing 1/4 kelly for certain players or situations. I'm guessing that would be for those who want to limit their risk even more so.
