Not necessarily. Probably the majority of cheating is done by dealers who are in it for themselves. Usually it involves a partner or a team of some sort on the other side of the tables. I doubt that any casino would purposely instruct their dealers to cheat the players in order to win a little more money.
If you notice a dealer bending or marking a card (probably to use as a break) then you should call over a pit boss. Tell him that one of the cards is bent and he will replace it right away. The last thing a pit boss wants is marked cards in a live game. After all, it would be just as easy for the players to use it to cheat with as the dealer.
