Seth, I think that you will get a unanimous response for Plaza downtown on Fremont St. Their double-deck is now dealt face up out of a shoe. It carries a $5 minimum and $2,000 maximum. They Stand on soft 17. You can resplit any pair up to four hands. You can double on anything and you can double after split. About the only thing that could make this game better would be if they offered Surrender (they do not).
There are other good games downtown with low limits and rules similar to the game at Plaza, but I think pretty much all of them Hit soft-17's and that adds .2% to the house's edge.
