Choose No-Peek if you are at risk of losing multiple bets if the dealer makes blackjack. In other words, if you split eights and the dealer draws a blackjack, do you lose both bets? If so, use a No-Peek strategy.
Just because the dealer doesn't deal themselves a hole card, that doesn't necessarily mean that all bets are at risk. At least once I have played a no-hole-card game where if you split or double against a dealer ten or ace, the dealer wouldn't clear your bets from the table if you busted on a multiple bet. Let's say you split eights and busted both hands. In this game, the dealer would mark one or both of your hands (can't remember which) with a lammer. If the dealer made a blackjack, they would collect only one of your lost bets and return the other.
Now, about surrender:
If you are allowed to surrender before the dealer gets a hole-card, or before the dealer checks the hole-card, then this is early surrender. Some no-hole-card games allow players to surrender (early) against all cards but an Ace, but allow no surrender at all against an Ace. The
Strategy Engine doesn't currently offer that combination, so you'll need to make both kinds of charts. Use the dealer Ace column from the no-surrender chart, and use the early-surrender chart for all other hands.
