Basic Strategy is used the same at the start of a shoe as it is near the end. This is because if you haven't been counting, you wont know how many Aces or Sixes or whatever have come out. So even if there ARE no Aces left in the shoe, you will not know this, so you will still act as if it is a new shoe. So if you are not card counting, the Basic Strategy will not change.
If you are counting however, the basic strategy WILL change. Most of the Basic Strategy rules stay the same, but some do change, depending on what the True Count is. I think this is what you were getting at. If you want to research it, these changes are known as "indices". The most significant ones are known as the "Illustrious 18".
Regarding the computer you describe, yes it is possible, but would be VERY hard to put to use in a casino. It is my belief also that this type of device would be illegal in almost every place in the world.
