Early-late surrender/Euro. No hole-card

I have a few questions:

1) In regards to early/late surrender:

At the casino where I play, the players receive 2 cards, then the dealer deals himself 1 card face up. At this point, any player can surrender EXCEPT when the dealer is showing an Ace. Is this considered Early Surrender?

2) In regards to the European no hole-card rule.
Is this taken into effect if:
a) The dealer is dealt one card before the players
b) The dealer plays last
c) The dealer wins ALL bets if the second card gives him blackjack?

At the casino where I play, if the player is dealt a blackjack, he's paid immediately. I'm not sure if this would affect my question #2.

The real key to early vs late surrender is whether it is possible to surrender out of a dealer blackjack. The situation where you describe sounds like half of each. Against a dealer 10, it sounds like you can surrender even if the dealer later ends up with a blackjack. That's Early Surrender against a dealer 10. Then it sounds like this casino doesn't permit surrender at all against a dealer Ace.

How valuable is ES vs 10, plus LS vs 2-9? The total effect for the player is around +0.32%.

On your second question, you have accurately described European No Hole Card (ENHC) rules. The key is that ALL bets are at risk if the dealer has a blackjack. If you have doubled or split, you'll lose those bets in addition to the original bet if the dealer draws blackjack.
