The only rule that you mention that would change the strategy provided by the Strategy Engine is doubling on any number of cards. I know Wong addresses this rule in his book
Basic Blackjack, but I don't know any place where that information is posted for free.
Without looking it up, I can't be certain what the appropriate changes are. I think you should be more reluctant to double on 9, because you might be able to subsequently double on 11 instead. There are probably quite a few soft doubles that you do not take compared to usual basic strategy, again hoping for a better double after you take a card.
Ignoring these variations and just using regular basic strategy for doubling is probably not going to cost you much expectation.
