Do I ever deviate from basic strategy??
OK....the basic strategy says: "HIT my hard 16 when Dealer shows a 10 up".
What about when the running count is +16? Shouldn't I back off the basic strategy given the fact that the deck is now "10 rich"? Don't I have a greater chance of bust with such a situation??

This may be a situation where using the playing indices for whatever card counting system you are using (I'm assuming that you use one) would have you deviate from BS. Depending on the rules of the game and the count, this may be a time to stand.
It's still a crappy situation, regardless of the play

BS is designed for non-counters and doesn't take the deck content into account.Card counters use specfic systems and have points where the count indicates a play other than simple BS.These points are called indices.

With most card counting systems you would stand on 16 vs. 10 in any positive count. It is a very close play. Other plays like doubling 9 vs. 2 and 9 vs. 7 are also done in positive counts, but they are not as close so you have to wait for a higher count before doing them. Most systems will come with indices that tell you when to deviate for each play.

I only hit 16 vs. 10 in negative counts, so even at a neutral count I stand. The "strategy number" for High-Low is stand on CPD >=0, Hit on CPD < 0. As was said above, though, it's a borderline play anyway.

The best move for a 16 vs a 10 is to surrender but assuming that is not allowed most counting systems say to stand when the true count is greater than or equal to 0. You might wonder why if you stand at a count of 0 that basic strategy says to hit. This is because basic strategy is computed over an average of all 16’s vs 10’s, the most common being 6,10 with a 6,10 your count would be negative and you should hit but if your 16 were something like 4,4,3,5 then the correct basic strategy move would be to stand. 12v4 is another sensitive to the count index that is basic strategy compositionally dependent.

If you want, you could add this rule to your Basic Strategy.
"Stand on all 3-card 16's vs 10." Probably true for all multi-card 16's.
