BIG QUESTION, how is there a difference in the hard 12's,,, how does 10-2 have a different effect from 9-3, makes no sense to me,, only difference i see is how it affects the count

when i read books it says you have %1 advantage or 2,3 etc... Does that mean you have %1 advantage throughout the whole play with your card counting strategy? or Does that mean you have %1 advantage during that specific hand? and around what TC do you need to be in an advantage...
