Senator Joseph Addabbo has filed a bill to do it for five years running, most recently S2614, and every year it stalls. In 2026 he pulled the plug himself, saying Governor Hochul&rsquo;s lack of support meant it would not get signed even if it passed.<\/p>\n<p>That 51% sports tax is part of the debate, not a footnote to it. Lawmakers point to the money mobile betting throws off and ask why casino games could not do the same, while opponents worry an online-casino rollout would cannibalize the four upstate casinos and the downstate licenses the state is still handing out.
