As for usual Vegas dealing order, I think it's safe to say most casinos deal the players' first cards (from dealer's left to right), then dealer first card, players' second cards, and finally dealer second card. Players then play out their hands if the dealer doesn't have blackjack.

All I can say is that if you were playing the game before the promo started, why wouldn't you keep playing once they let you redraw on double downs. Someone else will have to help you as far as EV added and playing deviations.

Always split 88. It's not a winning move versus a dealer 9, but it serves to minimize your losses. You will lose more money hitting or standing on 88 v. 9 than if you split.
