I don't fully agree. There is a certain amount of uncertainty on the boundary. To return to the football analogy, there are technically legal moves that some refs will see as a hold, some refs will see as a clip, etc., and to avoid these movements because you might occasionally have a ref who is fanatical about making a certain call, or perhaps just the angle and the timing of the play might cause him to see it as something its not, that's not a very effective way to play football. You have to understand that if you are playing with an advantage at all, there are PC's and surveillance people who will know it and not tolerate any kind of advantage play, and there you go. The only way to completely eliminate those kinds of backoffs is to not play with an advantage, and even that might not do it because ploppies get mistakenly backed off all the time.
