I would actually disagree with the best. To convert your points into electronics, really anything at the Borgata, I think the prices and converting your points is a ripoff. For example, a digital SLR Sony a100 camera costed me 2137.86 points, including 7% NJ tax. At most stores it costs only 700+tax. Harrah's is probably the best to use, since you can get a giftcard at any of the chain stores at The Piers or The Shoppes at Ceasars (though has 2 for 1 conversion) and usually dont get "sale" prices at the stores.
Yes, Foxwoods seems to have the best deal: a 1.75pt for 1 conversion for gas cards and the limited store gift cards (macys, lowes, cvs,.) One can predict that eventually Foxwoods may allow its points be converted into vouchers used at other MGM properties (Vegas), similar to the co-brand of Borgata of Boyd and MGM.
