Do U.S. casinos provide player's cards (with associated promos and free-play) to non-citizens whose only source of ID is their passport?

Absolutely. I'd try to get a government ID, like a driver's license or equivalent. But, I doubt anyone would turn you down.

If you have money and are gambling it in a casino they don't care where you come from they will take care off you. You need an ID to get a players card but it could be a passport, drivers license, id card it doesn't matter what kind of id you have as long as you have it with you. Some of the casino best customers are foreign born. The world series of poker winners the last few years where foreigners.
