What does this rule mean in terms of Aces?

That means you are allowed to double your hand (double your initial bet but you only get one card) on any number of cards, not the initial two cards of your hand,
for instance you get an initial total of 7 (initial two cards) you take a hit, you get a 4, your total is 11, you are allowed to double your hand.

Increase in players expectation when compared to just double on two cards +0.23
