Has my Casino effectively killed the insurance deviation?

Well, actually it depends on what they do if the dealer has a ten up and makes blackjack. If you were able to surrender even though the dealer ended up with blackjack, it is early surrender against a ten and no surrender against an ace.

If you can't surrender your way out of a ten up dealer blackjack, it is late surrender against a ten (and still no surrender against an ace).

I am allowed to surrender against a 10 so I don't really think my strategy changes to much. I surrender 6,6 v 10 7,7 v 10 and 8,8 v 9,10 why do Canadian casinos have to be so weird. Ohh right... they are a casino and like to take my money.
