The I and II are English renderings of what has always been referred to as "Roman Numerals".

They are equivalent to numerals ONE and TWO, but carry certain modern day connotations.

In this case, these may be viewed as simply ordinal numerals, as Hi-Opt I came first chronologically.

They may be viewed as the "order" of their power, as Hi-Opt II is far more Optimal than Hi-Opt I.

They may be viewed as indicative of these counts being Level ONE and Level TWO counts respectively

NOTE: When first published "Hi-Opt" was chosen as an abbreviated form of "Highly Optimal"
