Oh it just means when a tag value is something other than + or -1. Like if 5 gets assigned +2, it's a level 2 count. If 5 is +3 and 4's are +2, it;s a level 3 count.
Not doing a good job of explaining here - just a way of trying to more accurately reflect the relative value of each card so it maybe identifies more situations more accurately when to increase bet, deviate from BS, etc.
