Looking for optimal decision software based off count

All the BS tables give you the optimal decision assuming the count or TC is 0, but I've become interested in software that could perhaps come up with different strategy tables and players/casinos edge based off the cards that have been dealt in past games.

The following link gives a good idea as to what I'd like

Does anyone know where I can get such a thing in a downloadable form?

You could sit down with either a spreadsheet or some graph paper, a copy of BS for your rules, and a set of indices for your rules/count system.
Then you could create your very own customized tables that look just like a BS chart that you could carry with you right up to the table. Pull out the right custom chart for your game, give a quick glance at your "B.S.-BS chart" and you'll know just what play to make. No memorizing BS deviations.

90% of the plays won't change, and 9% of the plays that do change, change predictably on their high/low classification. Based on a standardized bet spread (1-8), people have come up with lists of changes that you have to make and at what counts you make the changes. They are known as "indices" (singular: index) and the 15-20 most valuable indices are known as the Illustrious 18.

There should be information on the I18 in the FAQ.

Now, the remaining 1% (plays that do change but not predictably) can certainly aid one's game, but they're so difficult to remember that it's not really worth mentioning. As an exercise, yesterday I made a chart of what basic strategy would look like for some convoluted set of conditions. There are some unusual plays (hit hard 17 vs. dealer 8!) but the bottom line is that this scenario is going to come up so rarely that it's pretty useless to remember it.
