Of course, I can not speak for Sonny but besides what you mentioned as qualifications for a competent card counter or perhaps within your qualifications should be the ability to control the urge to steam and the ability to continue to put out the proper bets when you are getting your butt kicked.
I would add the understanding of procedures in each particular casino, especially those that have to do with their blackjack games. Also a knowledge of tolerance and differences between shifts. I know one casino in So Cal where I can play nearly to my hearts content on two shifts but the third shift appears loaded with heat and consistently has worse pen.
Anyway, what makes a competitent or winning counter does make for a good debate.

Is your definition of "competent card counter" a more narrow one wherein you only refer to his competency as a card-counter?
So, to me, "competent card counter" means, he can count, he knows what bet, and he understands and can measure his risks after every session.
So, by my very narrow definition, maybe 1 guy in 10000 who thinks he is a "competent card counter" isn't lol.
