Probably video poker. The basic strategy player has a small advantage.
If the machine has to be the rigth game with the right payout table. The Wizard of odds has a good section on VP:

Plus, VP has the advantage of being very slot-club friendly, which can maybe get you cash back, depending on where you're playing.

Beyond that, the traditional tiers of lowest house edge games are BJ first, followed by Baccarat (banker bet) and Craps (Pass/Don't Pass with odds).

Video poker, played on the right machines and played only on 2X or better point days can be very lucrative. If you don't mind playing six hours a day,you can clear $100,000 easily.
But finding full pay machines is getting very difficult. They are as rare as the old First Card is an Ace promotions.

Yes,I've never seen a casino that offered double payouts on VP. Double or triple point multiplier days are about the best you can hope for.You can sometimes get double cashback on these days.

Blackjack with perfect play and optimal rules.

Optimal rules for blackjack as found in boomtown are double down on any two cards blackjack pays 3 to 2 no double after a split no draw to split aces. House edge .16% notice that optimal rules today where typical rules 40 or 50 years ago. Optimal rules back than actually gave the player an advantage over the house when basic stragedy was followed!!! Although one mistake would shift the odds back into the houses favor.

The next best game for the player is craps on the odds bet, this is one of the few bets in the house that the house has no advantage what so ever.

But you have to realize that 50 years go there was no super computer to create those basic strategy charts, so it was kind of hard to emulate over a billion games on a piece of paper =_=

These places that give the player an edge today still make money because very few people even understand the concepts behind the house edge and the strategies, they think it's purely based on luck and they don't realize the casinos make money from their statistical advantage.
