Above which value of the true count you should ...?

1) Place insurance? I've calculated the value of 1.83, so I want you to verify this result.

2) Double 11 vs dealer's 10 when the dealer does not peek for blackjack? (without knowing whether he will have a blackjack or not).

I'm using the halves count (not seperate count for aces etc).
