Does a "Perfect" Play Software/Calculator Exist?

Not for practical casino purposes obviously, more as a point of interest....

Is there software I can download (or some other way) that would give me perfect strategy based on deck composition? That is, say I knew EXACTLY what cards were removed, and what was left, how can I determine the exact right play, and my exact advantage, at every point in the game?

Never liked the word "perfect." Even a "perfect play" calculator ignores whether your play will allow/prevent another round.

So for example if hitting a 14v8 is the correct play, but would give you the cut card, in some situations (like at certain counts) it might be better just to stand so the whole table can play another round? There must be some cutoff threshold as to which plays this is advantageous for, like maybe 15v10 but never 8v10.
