Federal Regulations

#1
I happened to see an article in this mornings paper to the effect that the effective date of the governments restrictions against on line gambling had been moved back from 1 Dec, 2009, to 1 June, 2010, and that Barney Frank was continuing his efforts to get on line gambling approved with appropriate federal regulation and taxation.
Now I'm confused. I was under the impression that on line gambling had been restricted now for several months for US citizens. Can someone clarify exactly what has been extended to 1 June, 2010?

From what I heard, its not that online gambling is illegal, it has something to do with the transactions between online casinos and credit card companies. Maybe someone else has more info, as I am not too familiar with the subject
