In what counting system would you recommend hitting and not surrendering 14 vs. 10 at TC=+3?

Yes and in any true counted system, surrender 14 vs. 9, 14 vs. A, and 16 vs. 8 at double the index you would surrender 14. vs. 10 at. Makes it easy to remember.
