Spanish 21 Walker Hi-Lo Unbalanced True Count

Why does Walker's Spanish 21 Hi-Lo count system require use of a true count conversion when it's an unbalanced count system since the 10s are removed?

Unbalanced count systems like the KO normally don't require a true count conversion.

Indicies are more valuable in Pontoon (according to Walker), hence the accuracy of a true count improves the systems performance. You could use an unbalanced count and use the pivot point for most of your indicies and to ramp up your bet. But you would sacrifice some performance. KO is also stronger when True Counted.

As Brock pointed out, KO is stronger when true counted. It doesn't REQUIRE a true count but can benefit from it.
