True count is not directly comparable across strategies?

I wanted to make sure that I understood the concept of true count correctly. It is comparable using the same strategy across games of different decks, but it's not so across strategies, correct, if the level across strategies is different? In other words, true count really should be interpreted strategy-wise, no?

Remember, just because a TC +4 might mean +2% in one system and +1.5% in another system doesn't mean one system gives you more of an advantage. The reason being you have to take into account frequencies and variances. Some systems, however, are more accurate in determining what your "actual" advantage is (which we don BC).

Also, TC indices aren't necessarily convertible between systems because each system values each card differently.
