Ontario's own regulated market: sites registered with the AGCO and contracted to iGaming Ontario, for players 19 and over who are physically in the province.
Since 4 April 2022 Ontario has run its own regulated online gambling market. A private casino can serve Ontario only after it registers with the Alcohol and Gaming Commission of Ontario (AGCO), the regulator, and signs an operating agreement with iGaming Ontario (iGO), which runs the market. In September 2026 iGO listed about 49 operators running 84 sites. You must be 19 or over and physically in Ontario to play.
At an Ontario-regulated casino:
Your name, date of birth and address are verified before your account is opened.
The site checks your location while you play and blocks attempts to hide it.
Games and their random number generators are certified by a testing lab registered with the AGCO.
You can set deposit and loss limits over a day, a week or a month, and loosening a limit waits at least 24 hours.
Every site offers its own self-exclusion, and since May 2026 BetGuard lets you exclude yourself from every regulated site in Ontario at once.
No credit is offered, balances are shown in Canadian dollars, and cryptocurrency is not accepted.
Bonuses can only be advertised on the casino's own site or to players who have agreed to receive offers, and athletes have been banned from gambling ads since February 2024.
The protections have limits. Player funds must be overseen by iGaming Ontario and available to players, but there is no rule that they sit in a trust account, and neither iGO nor the AGCO can order a casino to refund you. A brand's Ontario site is also a separate web address from its international site, so check which one you are on.
Complaints and disputes
Use the casino's formal complaints process first and keep the complaint number it gives you. The casino can take up to 90 days to decide. If it does not answer in time, or you are unhappy with the answer, you can escalate the dispute to iGaming Ontario through its player support page. iGO acknowledges complaints within one business day and reviews them, but it cannot settle bets, refund wagers or award compensation.
If you think a casino broke Ontario's rules, you can also complain to the AGCO. It can issue warnings, fines and suspensions, and it has fined operators for failing to step in with players losing heavily, but it cannot get your money back. Complaints about responsible gambling, advertising or possible illegal activity can go to the AGCO without contacting the casino first.
Who regulates online casinos in Ontario
Two public bodies share the job. The Alcohol and Gaming Commission of Ontario, set up in 1998, registers operators and suppliers and enforces the Registrar's Standards for Internet Gaming. iGaming Ontario, created in July 2021 as a subsidiary of the AGCO and an independent provincial agency since May 2025, conducts and manages the market: casinos operate as its agents under an operating agreement.

How to check that a casino is regulated in Ontario
iGaming Ontario's directory is the official list of regulated sites; the AGCO points to it rather than running its own search. Regulated sites also show the iGO logo.
Open iGaming Ontario's directory of regulated sites.
Search for the brand, or choose the operating company in the Operators filter.
Check that the web address you are using matches the listed link exactly. Ontario sites often use a separate domain or an ontario. or on. prefix.
If the brand or the address is not listed, it is not part of Ontario's regulated market.
iGaming Ontario is established in July as a subsidiary of the AGCO, and the Registrar's Standards for Internet Gaming are released.
2022
The regulated market launches on 4 April with sites including LeoVegas, 888casino and bet365. From October, operators must leave Ontario's unregulated market to stay eligible for registration.
2023
The AGCO fines Apollo Entertainment, the Ontario operator of the Casino Rewards brands, $100,000 over responsible gambling failures.
2024
Athletes are banned from gambling ads from 28 February. In May the Ontario Superior Court dismisses the Mohawk Council of Kahnawà:ke's challenge to Ontario's model.
2025
iGaming Ontario becomes an independent provincial agency in May.
2026
The AGCO moves to suspend an operator's registration for the first time, over unreported suspicious bets, and BetGuard, a single self-exclusion for every regulated site, launches in May.

How do I know if an online casino is legal in Ontario?
Check iGaming Ontario’s directory of regulated sites. A regulated site is registered with the AGCO and has an operating agreement with iGaming Ontario. If the exact web address is not on that list, the site is not part of Ontario’s regulated market.
Can I play at Ontario-regulated casinos if I leave Ontario?
You can log in or open an account from outside Ontario, but you cannot place bets unless you are physically in the province. Operators must check each player’s location and block play from outside Ontario, including attempts to hide your location.
How old do you have to be to gamble online in Ontario?
You must be 19 or older; the only exception is buying lottery tickets online, which is allowed from 18. Operators must verify your name, date of birth and address before opening your account.
